The ring there at the bottom normally sits on top of the runner/turbine housing. It's been raised a bit so that the end of the shaft could be worked free of the runner hub. To the sides of the shaft are two holes. In those holes wouldbe the hydraulic cylinders that open and shut the wicket gates (throttle) for the turbine below.

The rightmost picture shows the underside of the 150 ton crane. It is in reality a gantry with two 75 ton hoists. There is a fixture not shown here that allows both hoists to pull together on a single load.
